Apparently imponded vehicle glitch?

So I was having a war against someone with my crew and as always the cops get involved, so when I died and spawned me quite a distance away from my PV, I held the back button to request my PV, but it said its impounded, but it was behind a building where I parked it, I walked up to it and it didnt spawn in the impound, does this happen to anyone else, or just me?

I have had this happen to me before as well. Lost my first Adder thinks to that stupidity.
