In gta online cops will grab the closest vehicle to them if you get in a car and start to drive off. My friend shot in the air and ran and a nearby cop pulled me out of my jeep and chased him in it.

I've had a really persistent SWAT officer chase me in a bus across the map before.

Yes, they can do that. Both in-game and in real life. They can legally commandeer a vehicle in an emergency.
