Must be the "Black car" Issue people are talking about with the Steam version. I just ordered a CD version and I hope that it fixes it :p

I don't have a "black car" problem... Steam version Windows 8. I can run GTA III, Vice City, San Andreas, IV, and EFLC no problem. Interesting. But it is a rather old game so AFAIK no there is no fix. You could maybe edit the map yourself and fix it, but meh.

Maybe. I don't notice lines like that in my game, but I don't pay much attention to the map in that much detail.

I'd say it's just where the edges of the 3D model of the map meet each other. Seems totally reasonable that it's a design flaw, you have to look at them from a specific angle to even see them.
