Ok so right now im a rank 71 my question is why am I still not able to see or claim bounties is there a certain rank or mission u have to do that will give u access to see them please help.

you made sure you've visited Lester? a big L on the map? you need to visit him and Trevor to unlock their phone abilities such as bounties.

 

how fast did you level up?

^^This, I believe it's level 10 or 15 you unlock Lester, but you have to go to his house...On my second character, I purposely avoided this until I got her to a level where she can properly defend herself.
