turn on gangs pointless?

i've looked everywhere for the storymode gangs in capture creator but theyre nowhere to be seen, is this a glitch or what? I turned on gangs but there are no gangs.

? Gues you have to place some gang members from the 'actor' menu?

no it's supposed to turn on the dynamic gangs from the storymode but ballas aint at grove st and vagos arent appearing in cypress park yet another one of rockstar's lies or this is a glitch.

I was playing my capture this morning and there were ballas at Grove Street.

oh, you have to be playing the captures that's why it wasn't working for me because i was in testing mode instead

Yeah they only show up in certain gang areas (Grove St etc). Even if their turned off they still spawn but don't shoot they just run away.
