OK what has 1.13 changed?

Dammit I was pranked, someone unlocked my main thread and at the same time I got a PM informing me that the 1.13 update had come out, So I started this, ran to my PS3 started it, sat down and NO UPDATE, and for all of this I apologize, for this and the confusion.

What time zone your clock is set too has zero effect on when you get updates.
