Has anyone noticed if someone is in Passive Mode and they are ran over/killed, the person who ran them over pays their hospital bill? (Approximately $250)

Yep. I think it was added in patch 1.10 or 1.11.

I once paid $20. Don't tell R* or they will take my monies! :*(
