Random Characters

I'm doing these for my 100% Completion but can't find any Brian encounters,any help would be appreciated.

Brian's first encounter is located down the street from Roman's Cab depot. I forget where the other two are.

I have the locations but it won't spawn. I've also done 1st encounter of Pathos,Marine and Eddie Low but can't spawn 2nd encounters.

I've done Badman,Mel,lleyna Faustin,Hossan Sara (1st encounter),Pathos (1st & 2nd Encounter),Marnie (1st encounter),Eddie Low (1st Encounter) and Gracie,so am missing Brian (1st,2nd & 3rd encounters),Sara (2nd encounter),Marnie (2nd encounter) & Eddie Low (2nd encounter). I can't get any of these to spawn,any ideas? I've completed story mode and may have done a couple whilst doing it but can't remember which ones. Thanks in advance.

On my Stats list it says I've met 11 Random Ppl so am I missing some?

Wait some in-game days... visit the Pay'n'Spray or die a few times.

Just got a Achievement "No more Strangers" does that mean I've completed all the Random Peds?

It means you have met them all. It doesn't mean you have done every stranger mission though as some of them have multiple missions.
