Cargo Bob will not land/no mission

So I am having a huge problem. I have completed all missions that I can, all characters have 0 missions listed. All FIB missions prior to Merryweather heist are done, no more have shown up. The ONLY thing I have left to do is steal the Cargobob, however, it does not show up on the map as a heist item. It is required as I chose off shore. So I go to the base and I see it flying around, it looks like it tries to land then it flies off again, as if it where glitched. I break into the base, and the only vehicles there are jets, and little birds. NO CARGOBOB! So the mission will never start or even show up and I have no idea how to get it to respawn, and at this point in the game, there is just no way for me to get 2.5 million dollars to buy a cargo bob. each character has less than 50k. Please tell me there is a fix for this.

You cannot get the Cargobob until the orange HS symbol appears at the FZ base on Trevor's map.

 

Once this appears, go to the base and the Cargobob will be a blue dot on the map and you can then steal it.

Also note that it might not appear at certain times in the game. Trying advancing time by sleeping or dying and see if it shows up as a marker for Trevor.

Thats just my proplem, I have done this for a while, slept several times, waited, just drove around killing time, it still never shows up.

Have you (as Trevor) received a text from Wade regarding the Cargobob?

 

If the orange HS symbol will not appear on Trevor's map your game may be glitched. You will need to reload a previous save from a different save slot and replay up to that point.
