I've witnessed a cheater using CHEATS

I've just witnessed a cheater using cheats he imported from Story Mode to GTA Online. He was using the 'Bang Bang' cheat (explosive bullets) with a pistol. He was also lag switing too (rubber banding, teleporting as hell) I assumed this was a hack, but then I realized it was actually a glitch that anybody could do because I've seen a video someone uploaded on YouTube on a tutorial regarding to the glitch. Has anybody found someone online using cheats from Story Mode?

Not a glitch. Just standard mod tools with player run speed modified and sns pistol exchange to change ammo type or just that tools option to fire explosives from that weapon as most due. Becoming more common as Rockstar stopped giving a sh it about updating every now and then. So theyve all berb coming out thr woodwork since there is little to say if Rockstar is managing cheaters beyond the standard report playet count.

I know, I was only asking if anybody else had experienced this. I definitely reported them.
