Is Leo Teal more badass than we perceived?

One thing that always bugged me about those payphone missions in VC was that the boss always assumed you were always this man named Leo. It took me awhile to realize it was the guy I beat up for his phone, and I was pretty surprised he was capable of the jobs but not a fist fight. Then I go on and find out that he was originally going to be in VCS but was removed before release. Do you think Mr.Teal was more than meets the eye? Especially if he had anything to do with the botched drug deal.

Well Originally Leo was a Chef Hitman, I guess since Tommy took away his phone. Mr. Black and Mr. teal (Leo) were business associates. Therefore, Mr. black thought Leo was still alive Hence, Tommy killed him in Back alley brawl. Then Tommy decided to Take the Payphone Jobs To ensure if it had to do anything with The Deal gone bad. And it turned out it did, One of Diaz associates were out in the bay on a boat that you had to kill. The Same guys that were planning a jewelry Heist.
