Online Jobs always empty

I have no problem finding full freeroam rooms at any time. My issue is any job I try to join or accept is always at most 3 people. I have port fowarded correct ports for xbox360 and again any free roam I go to is always full. Is anyone else having these issues? I just want to rank up honestly at it's very difficult not getting any jobs with people found. Forgive any typos on iPhone also.
