NPC's stealing cop cars?

I went to LSC in the middle of the city where two people were having a massive shootout with cops. Once they left and lost their wanted levels and the cops had walked away. I then witnessed NPC's off of the street running up to the cop cars and getting in them then driving away.

 

Is this new? I have never witnessed this before.

Never seen that. I've seen police take random cars though to chase you. Annoying as they get the same speed boost as a cop car does. I was once trying to get away in my Turismo with a Weeny keeping up...

happened to me with an ambulance once i had stolen to go gate launch glitching, i think i know why this happens;

 

from time to time, after someone in a lobby messed with cops, killed NPCs etc. you will hear sirens going off endlessly, they will even follow you in to missions, races, whatever there is. this is due to either an abandoned police road block not despawning, or due to an ambulance that got left behind.

 

these car thieves might just be an elegant way for Rockstar to remove these vehicles from the map when the despawning had failed.

 

this is just a theory that popped in to my head after reading the OP, but it doesn't even seem that far fetched to me.

maybe their cars got commandeered by the police officers so they decide to return the favor.

that or they just thought f*ck them cops!

cop's speed logic :

a fastest car , truffade adder . still easily get boxed by an interceptors ( best performing vehicle in game , fast acceleration than any sedans but top speed is far lower than adder but still capable reach you )

Npcs will steal any vehicle that someone they are hostile to is occupying.

 

Just kill someone in the middle of the road and watch the paramedics get run over, they'll then get mad, once one stole a bus and drove off lmao.

I think you're right. I have twice now stolen a cop car from a pedestrian. BOTH times the siren was disabled.... Meaning when I pressed in the left joystick the lights would come on but the sirens remained silent. Also confirmed by a crewmate.

 

Edit: just did it again... Strange. You can double tap left stick to chirp the siren, but the siren is in fact disabled after stealing the cop car from an npc ped.

LMAO! This happened to me a few days ago, AI hillbillies in Harmony by the clothing store on the west side of the town. Not sure what I done, but they got pissed and started shooting at me, went behind the Taco Place and he stole my Sheriff's Cruiser I got from earlier in the day as a means of getting to my character's location, even though he could have walked. AI pedestrians steal ambulances a lot lately.

The cops will take any vehicle nearby if their car is disabled or on foot.

I've gotten chased by SWAT officers in a tour bus just because it was the only vehicle around.

This isn't new, not by a long shot.

An NPC stole a police buffalo I brought in once. Was deleting pics in my snap so I could get shots of it and I heard a door open and close right next to me and a car peeling off. Closed the menu to see my ride halfway down the street and the only cars that were spawning around me were Habanero's wanted by Simeon so of course he got away... -_-

They're getting sick and tired of us, they're going insane. They have to deal with crazy sociopaths everyday, hoping that won't die when they go shopping. They're starting to realize that the only way to ensure their own survival is to accept the craziness, embrace it and create some of their own.
