Can you make capture mode actors attack each other?

I've been trying to make this happen and am having no luck, is there a something I'm missing?

set a certain group to friendly to whatever team your on, and have the other be hostile towards your team, they will attack each other

Make one hostile toward team A and friendly to team A. Make the other friendly toward team A and hostile to team B. You just need to shoot to get it started.

I had them follow me up to the NPCs that are on my side, and they did nothing but watched.
