Cheating is defined as gaining an unfair advantage. The OP is walking a grey line at the moment but as long as he doesn't spawn vehicles, money, anything that can be bought for money, or using combat mods, in my opinion he is good. So we have goods (guns, cars, flats) and services (lester, merryweather) that are being produced (by legal spawning of them by Rockstar's game engine), sold (by the game), and bought (by us the players) in a region (Los Santos).

 

Sounds like an economy to me. Google is your friend mate, just type "Define: X" with X being anything you want. First result is always the definition.

EDIT: I don't know why people can't grasp the concept that freemode is NOT one giant deathmatch. That's WHY R* put in deathmatches. If a player is actively shooting you or anything like that, by all means, defend yourself. However, if you go after random people who are minding their own f*cking business, then yes.
