Simeon wants a Schyster Fusilade, so I find one driving around and I kill the person driving it. I then get a $7000 bounty put on me, apparently by the driver's ghost. Then some asshat is trying to run me over to get the bounty, so I pull out my rocket launcher and take the guy and his car out. I then get a warning about being a bad sport. Basically a series of penalties for playing the game.

 

Nonsense.

Well, maybe a family member or friend of the victim, saw the whole thing and made the bounty?

Hmm...you'd think players would like the idea of a challenge......

 

If you didn't want a bounty, shoot the driver then nab his/her ride.

Also, it seems a little dodgy that someone would try to ram you rather than shoot you dead...
