Mordecai Walfish Posted May 27, 2014 Share Posted May 27, 2014 If you are using the Steam version, the thing that fixed the major stuttering I was encountering is to launch the game directly from "LaunchGTA4.exe" located in the steam/steamapps/common/grand theft auto IV/ folder. You can use this exe with steam open or closed and it works to fix the steam-specific graphic stuttering that is going on for many people (probably due to a recent steam update) Look at the steam discussions GTA4 section and there is a thread where many users have said this fixed major stuttering issues for them, myself included.
