When I update to the latest patch and try to launch the game the game dosent start gonna get net framework now and I don't really get my graphic card when I bought my pc it came with a graphic card and I never replaced it my video ram is about 750mb

If you are using the Steam version, the thing that fixed the major stuttering I was encountering is to launch the game directly from "LaunchGTA4.exe" located in the steam/steamapps/common/grand theft auto IV/ folder.

 

You can use this exe with steam open or closed and it works to fix the steam-specific graphic stuttering that is going on for many people (probably due to a recent steam update)

 

Look at the steam discussions GTA4 section and there is a thread where many users have said this fixed major stuttering issues for them, myself included.
