Also do I have to swim or can I just keep going underwater and waiting

There's a store near pier with canal below it goes underground I just kept robbing store then swimming underwater till cops gone and repeating made fortune from robbin and maxed my lung cap

Go to the Pier. Dive from it and swim underwater and then resurface. When i would do it I would get half a bar.

Just keep diving until out of breath, surface, repeat. It doesnt take that long. The flying skill is the pain in the ***

Taking off and landing is the easiest way to get the flying skill up. Make sure you do it in a private lobby though... for some reason, other players like blowing up people flying in planes around the airport. ._.

Flying can be done faster than diving. Get a Lazer, and fly to Sandy Shores and just keep landing at Trevor's airstrip and taking off again. Your skill goes up very fast from landing on the runway in the correct direction that the runways arrows on the minimap show.

I'm at 80/100. Every time I see water deep enough and I'm not already doing something ill take 1 or 2 max dives. sh*t seems like it takes forever

I literally maxed out flying stats faster than the rest by replaying air race missions.. literally.

 

As for Lung capacity there's no trick aside from just staying in until you're almost running out of air and then go back down, took me about 50 minutes starting from around 30%.

Yeah I saw the videos on it. Just have yet to do it. Its the last skill I have yet to raise all the way. Everything else was easy.

Not in my experience.. I've got full capacity and can easily stay under water longer than most other players/NPCs..

 

bloody handy in getaway tbh!

Yes I know you can max it out but that's not what I meant. What I was trying to say is that there's no difference between the maxed out bar and the not maxed out bar (time wise you can spend underwater).

Find a deep enough pool, all you need to do is dive in and wait till the bar goes down, repeat

I just maxed out lung capacity by putting a rubber band around my thumbstick while I went to work.

 

Flying I just got a Mallard and flew under all the bridges. Worked a charm

I maxed out mine a long time ago.Suprisingly enough,i done it with a random.We trained in the ocean.Just keep diving up and down up and down and the bar will increase.

 

Lung Capacity is also very useful in escaping bounty underwater as you will be a human submarine and will be able to dive back in before you were seen.

Nice wish i knew that! I'm self employed so work when i want, usually like 11-4 so wouldn't have taken long, I did the "diving till health's flashing,over and over" method!

simple as sh*t , get a boat & stop the boat at any watery ( at least deep enough for ur char to diving ) . if u have good lung capacity , u could explore underwater wrecks ( as it seems submersible become less common to spawn )

After seeing some of the suggestions here, I decided to try the agreed upon method of initiating a dive to get in the water in a little known spot. At the end of Del Perro Pier there's a small jetty on the water on the right. (You can see it clearly on the large map.) It's sitting right on the water, and just jumping off of it gets the dive animation. No ladder required, as you just need to swim back up to the jetty, climb up, then jump off again. Another trick I used, is instead of staying still under water when I dived in, I swam as close as I could to the surface as possible so that my avy's head was almost touching and let the water currents do the work for me. If you do it right, you'll come up around when your air starts flashing. Netted me some HUGE chunks of points, and I filled my capacity from 2 bars to full in just under 20 minutes.
