I just noticed that today online. Idk if this was added in the new update because I don't remember seening that before. I know game devs do something like this sometimes. Anyway if this is old then just disregard. I just want to see if others had seen this before thanks.

Yeah, it's a memorial site for people who were found dead at that location.

In Mexico there's a lot of those.

Maybe you should take a minute to appreciate the beauty & detail of the game.
If everyone is going to make a thread about something new they spotted, it would be 4 years down the road and we wouldn't be done. The detail in V is astonishing.

Yeah I've seen this before, it's a memorial tribute. I've seen a couple in my city before too. It's a religious thing.

There is one of these in El Burro Heights, right on the main street, and there is another one in Vinewood on one of the main streets there, but I don't know which street.
