It would be nice if we could buy ships in the game and take them out ot sea?

Well since the biggest boat we could own is a yacht and it goes slower than 3 mph I imagine a large vessel would move even slower. It would be pretty obsolete to be honest.

For this to make sense to me, you would need to describe some way that the ships could actually be:

 

1) Made enjoyable. I don't want to just drive a slow-ass boat around.

 

2) Integrated with the concept of the game as a borderline-sophisticated career criminal.

 

While I don't think tanks fit the second bill, they at least are enjoyable (for certain types of odious people). How would a ship be enjoyable? Perhaps if long-range AA systems were included to combat the jets. I'm sure this would be fun for people, including jet pilots. Unfortunately, I doubt many would see this as a natural feature to include in GTA.

They can go extremely fast, but for their size ration to speed it appears they are moving at slower than walking speed. Also since the ship would be a large movable object in the server, it would require a lot of bandwidth for them to load correctly. This is why Jumbo jets and cargo planes are not in online.

That wouldn't work out very well since the boats sink if you take them out deep into the ocean, So then there's be a lot of ship wrecks clogging up the waters
