[Q] Rigging a skirt?

Does anyone here have any tips on rigging skirts properly? Compared to doing pants skirts seem to be a quite hard for me to rig properly without ending up looking a little messy when my character moves in IV or SA, or perhaps any other game for that matter.

EDIT: This is how the skirt appears ingame:

Yeah, I know it's a conversion from another game, i.e. Bioshock Infinite, but I'm doing this mostly as a response to Oliver Vaquer and Jason Zumwalt's gameplay videos on YouTube, and I won't release it here on GTAF.

Try Changing The Size Of The Model Or Change The Animation

what? changing size? it doesnt make sense...

you can blend the skin weight between the left and the right legs to make it better...but i think with the bones in gta4 you cant expect this will look so perfect..i mean this this kind model will need extra bones or cloth physics for the skirt...and gta4 dont have it..

You Obviously Don't Know What You're Talking About. And Will You Please Refrain From Capitalising Every Single Word? This Is Not A Newspaper Headline.

You mind if I send you the Max file for you to look at via PM? And yeah, if this was the Source engine, jiggle bones would save the day or something.

I did take a peek at the default ped files by playing as a female ingame. The skirts appear to fold more or less well, it's just that when I import them via GIMS it appears to be a little wonky as I move the bones whenever I test the rig.

And I'm not alone with the issue either, Boblester's conversion of Elsa from Frozen Free Fall did have similar issues with the skirt, too:
