The easiest way to get one is to steal one from the Mercs.

 

Either have a friend call them on you, or sick them on a nearby player and try to jack one then.

 

I got mine by doing the latter.

Called the Mercenaries from Merriweather on one of my friends, he distracted them and I took the Mesa to LSC... he ended up taking the other Mesa they brought, and I got my $7500 back cuz they didn't kill him.
