1.12 only pay partial insurance cost for blowing up a PV?

I player just sticky bombed me in my Z-type, when I called Mors it said he paid $1800 and I had to pay the other $10,000. WTF? Is this new?

I reported this in the 1.12 update thread yeasterday too, just with my Buffalo, the other player paid about 75$, and I had to pay about 330$ on top of that. I'm really having a hard time believing both players wouldn't have enough cahs to pay the full premium, and I think this may actually be a new "feature" in 1.12.

He probably just didn't have the money to pay off the rest of it. Although I DID notice earlier after blowing up this one dickwads Adder that I only had to pay 2k, and no, I'm not broke.
