Update, no capture creator?

I've downloaded the update, but theres no capture creator. Anyone else got the same problem?

On Rockstar twitter, they said it would be released later this week.

they said this last night, so when the update dropped this morning everyone expected it to be there. not sure why they'd release the patch without the capture creator only to release another less than a week later. especially after going over a month without any releases.
