Well, lets look at it this way, if it were too cheap, it would just cause police to be all in all out of the game (more or less)

And if its too expensive, only high leveled players would be able to use it.

5k for 3 min sounds like the perfect compromise.

Its supposed to be used with care, not all the time!

Off the radar is 1 min 500$ and you can get ALOT of sneaky sh*t done in that time....
