It'd be nice if they did but some missions and gang attacks take place in those locations (ex. The Construction Assassination in story mode and that one Lester mission in online).

I reckon they wont, they cant make that big of a change without a full update, too much work.

You haven't thought this well, if they finish those buildings, then they should delete all the Dm's and other sh*t located in there, and the city would lose some caracteristic places.

at first I thought those unfinished buildings where gonna be the mansions we where going to be able to buy. but knowing the lag in heists when that time comes around my character would have died of old age.
