This is the first time GTA protagonists actively engage in alcohol or hard substances. Prior to V None of them got high at all on purpose & clearly despised it's consumption (the fact some of them actually distributed it is completely another point).

Pretty sure my character while sitting passenger or sitting in a car will take "bumps" of cocaine. See it rather often.

All of the houses/apartments come with a bong and all the main characters smoke as well so being able to do it outside wouldn't be a stretch.

The only reason he drank was to show off a feature in the game. In canon he actively refuses drinks.
