You can find it at the dock where you deliver Simeon cars. I recommend using a muscle car when going there.

They're everywhere on story mode

When you see Tornados driving around, that's when you can find a Phoenix at or around the docks.

(I know this is a couple weeks old but hopefully it helps)

 

I got one yesterday by Simeon's storage by the docks. Someone in another thread gave me great advice on how to get it. It takes a few tries but it worked eventually.

 

Go to Simeons storage or just be in the general area. Tap your start button and go to the PS Store. Let it load then then immediately back out. You'll come back to where you were so look around and/or jump in your car and drive around a bit to see if you see one. You may have to do this a few times. I found one parked in the lot so it was easy pickins'. Some people have found up to three at a time.
