Deleting the folder (located at : C:\YOUR PC NAME\AppData\Local\Rockstar Games) everytime before starting the game solved the crashing issue for me.

rename the asi file to load back to gta 4, lower all settings to low, and change clip capture to off if its on or on if its off

this worked for me (didnt have to change settings, just clip capture)
