A dead NPC put a 9k bounty on me

Has this ever happen to someone

 

When you kill an NPC in their vehicle and steal it. Do you get a text message saying "You jacked my ride. i'm gonna have you smoked" etc. even when he's dead?

Edit: I does appear the some NPC's have a better deal with Lester than we all do. I would like it that if I am shot dead in my car and it's stolen, the other player instantly gets a bounty on them. Future shark card perk?
