A lot of people have been having trouble with RTR because the mission sometimes fails for no apparent reason. The way to get around this and complete the mission is to step near the yellow marker at the beginning of the mission before killing anyone. FYI

Easy fix: go to yellow circle first to activate mission before you start killing ;)
