Pasive Bountys

Not sure if this is the right place, anyway here goes......

 

Last few nights I've been firing up in passive to try and reduce my deaths while trying to get out of the BS lobbies (to no effect). Every time I enter a lobby someone places a bounty on me while I'm passive. How is this possible? I also noted if I get killed while I'm passive and bountied up the killer gets the reward. If I manage to stay alive, I get nothing.

 

On another note people are waiting in my garage. They cant kill me because I'm passive so I decided to report one of them(out of interest lol) I noticed they removed this option in badsport lobbies or is it across the board?

 

Edit: Wow This game is getting shocking. I was just shot and killed in passive.
