Seriously this game is f*cking broken

Hello the game keep putting me in bad sport/normal lobbies randomly so I join a session I find myself bad sport then I turn my router off and start again I'm in normal lobbies again and I can play with my friends , it's all random sometimes I can take the dunce hat off but sometimes I can't , I just don't know what the f*ck is going on if I'm bad sport then I should only join bad sport lobbies but no I join normal lobbies and bad sport both .

I've Been facing this problem since a week is the Rockstar sever are so f*cked up that much or am I affected by hacker since they can put you in bad sport and put you back into normal lobbies .

Anyway I asked my friends and they can see me as a clean player so how the f*ck I'm in bad sport I'm really annoyed to no honest . What can I do to fix this cause ta either way let me play in bad sport or put me back to normal not both
