carbonizzare, comet, felon, sultan are all really fast

 

but the bati is fastest

Elegy, Jester, Carbonizzare are the top 3 sports cars, and therefore the best non-supers.

This. And depends if OP is talking about around a track or in a straight line - the answer will vary.

 

Surano and 9F are also very respectable and among the class leaders in top speed as well.

Alpha accelerates faster than Jester. I wonder how it would do next to Carbo.

Carbonizzare is the fastest non-super car when fully modded IMO
