Tank Passengers?

According to the GTA Wiki, the Rhino should be able to carry passengers. A friend bought a tank, but I could not get in, even though he'd allowed access to his vehicles. Elsewhere I've read that the tank does not allow passengers. What's the real deal?

Well if you've already tried getting in as a passenger and that didn't work... What more do you need?

EDIT: the wiki states clearly that the capacity is 1 for GTAV and SA.
