What's up with all the hot dog vendor NPCs at the beach pier?

I remember when I started playing GTA V, I would always go up to them thinking I could get a bite to eat to refill my health like in GTA IV.

SP is a completely different experience compared to Online. You don't see half the NPC's, vehicles, etc. in Online that you do in SP.
