Tbh I'm surprised neon lights aren't already in the game. When I think of how to pimp out a car, adding pointless lights seems to be the obvious. I hope they add it.

be much better martyn if they'd let us put a decent soundtrack/mp3 list on the game rather than neon rubbish that might look good in pics but will look rubbish in the game.

I honestly think it would be a frame rate issue more than anything. Maybe not if just one person was driving around, but can you imagine Los Santos at night with 16 players driving around with lit up neon cars? It would be a frame rate nightmare, and the performance issues would probably start at even half of that if neon cars were clustered together. If I recall that's the primary reason the Space Docker was left out of GTA:O and blacklisted from garages. I don't know how well current gens would handle it.
