Why Did R* Make Some Colors Only Available On Rims?

Why wouldn't they just allow Pea Green, Flourescent Blue, etc. as additional paint colors?

 

I don't know why anyone would think, "Oh, those colors should ONLY be on rims...obviously...".

cuz cash cards. lol all jokes aside, i dont know. another one of rockstar's genius tactics im sure. same reason as to why we can have chrome paint on cars but not on rims.

Chrome windows, chrome tires (the whole tire), chrome headlights. Chrome suit, chrome mask, chrome gloves.

lol that would be awesome, but i dont think it's realistic. i dont think there are any chrome masks or gloves or suits irl. but i WOULD like the rims and even the windows since those seem do-able. not sure about the windows though. i mostly want the rims and weapon tints.

I like that fluorescent blue on the cars though or have neon paint style paints
