Not in passive mode but unable to shoot the player?

Sometimes i've seen players not in passive mode but i've been unable to shoot them and their blip shows they're not in passive mode. I point my gun at them and it wont fire, is this a hack or summat else?

Just a glitch it happens every now and then. I have had the same happen to me, so don't feel bad lol.

its just a glitch that shows them in non-passive mode. It will be a full white dot but they will be in passive mode. It happens and its not on purpose.

its a glitch that happens randomly. According to my friend, my blip randomly changes to a normal blip when I'm in passive mode. Its annoying when you're having a shoot out and someone goes in passive mode and you cant tell when they exit it, but oh well, I just put myself in passive mode in that situation so they don't get a free kill.
