How do I get the tips/alert loading screen

When i load up gta online I get a Birdseye view sort of loading screen but when I watch youtubers they always get news/tips loading screen for example it was talking about the business event

Well if your launching an invite only session then the loading will be too short to have the usual "GTa Online Guide" loading screen, you can always find them at the social club but the update screens have their newswires
