Increase in NPC bounties?

Has anyone else noticed an increase in NPC bounties or has it just been random luck for me? The past few days my lobbies had non-stop NPC bounties getting set on players. And as soon as I collected one or two, more would get set on other players. No complaints on my end, bounties are one of the most fun aspects of free mode for me.

Couldn't you go to passive mode before you enter the car so that you don't get a bounty?

Isnt it kind of the opposite of Rockstar being greedy as every bounty placed by an NPC means more money in the pocket of a player?

I was thinking just the opposite Today... haven't received a bounty from an NPC in a while.

Can't confirm this. I tried to get a bounty twice today. Each time took me about 20 minutes to get one. One was 1k and the other one 5k. Didn't get them for stealing parked cars.

i cant even remember the last time a NPC put a bounty on me ... i always kill them before stealing the car
