One of the body mods is wide fender flares that open up the wheel well a little. I think that's what we're seeing here.

The tornado is shot suspension. Theres a few bullet holes still on the top one you can see by the door handle and on the bottom.

Thats the light reflecting.

 

They aren't there on the bottom picture and that one is just as low.
