There's an NPC with the same VO as Jimmy. Pretty common in R*s games to have NPCs be played by the similar actors.

it's a hint on loading . it means if u press rear camera button with aiming button ( augemented with auto aim ) , u can easily fend off the attacker without turn around with analog
