modders..? or a glitch?

me and my friend driving a car to the airport.all of sudden a guy gt:'jasnoor1903' put a bounty of 100k on my friend.

at time i was driving so i killed him but only got 9000$. what was that?

the guy left the game after putting bounty ......

I saw 2 earlier, both running at super sonic speed, they also leaped over the fence at Ft Zancudo. They must've been using some cop disable mode, while I was in passive mode watching them, not one tank, or any Marines went after them while they were inside the base. Both were level 1000.

Becuse putting big bounties on people is still around but the pay out has been capped at 9k.
