It would be the governor (sue and jock are running for governor) of San Andreas, or mayor of los santos. Realistically Sue would win because California is pretty liberal but I think the gta players would vote for jock. I doubt they would have a election seems like a waste of time.

They're running for governor, not president. Los Santos is not a country. The SP DLC will probably feature more on that, since it was mentioned a lot in the pre-release marketing & the base SP campaign didn't even touch it.

 

That said, what purpose would that serve the MP?
