It's happened to me on an alt account. After doing some missions or swapping characters, it came back

Happened to me once, never let myself get that broke again as it's a pain in the ass to have no mechanic.

This happened to me too. If you stay in one lobby for 24 in game hours you'll be charged the $50. What I did was put a rubber band around my joystick to controller so that my guy would be walking in circles, so I wouldn't get kicked for idling, and then went and did something else for an hour. When I came back the mechanic worked again. Hope it works for you
