Recently created second character and can't do receive jobs

I duno what happened, I created a second toon today and I had the option of skipping the tutorial because of my main toon's level and so I skipped the tutorial and now I can't receive any jobs via text. Also whenever I have cops and loose them, Rp shows up on my screen but does not add to my current level.
