where does the tailgater spawn at?

Golf course on 360 definitely. Especially if it's a car that Simeon requests, but I've also seen it when not, invite only lobby and all.

 

Trick is to go to the car park, if no spawn, then drive down to the stunt jump on the course and drive back. I've done this about 8 or 9 times for various peeps, worst was twenty laps, best was one, most were around 5.

The only shot I got of mine before replacement. It's a good 4 door, but it's no Exemplar

List of known spawn locations...

 

Golf course,

Tennis club parking lot in Richman,

Small parking lot behind the tennis courts on the beach,

Blue parking lot at the movie studios near weasel plaza (as seen in one of the images on page 1),

Observatory,

Parking lot next to the sprunk jump near the rooftop rumble job start,

Maze bank arena parking lot,

In the parking bays next to the silver horse statue next to the police station.

Race track/casino parking lot,

 

And sometimes in rare cases the "sentinel/hitman" can be seen driving one.

OT: spawns at two locations; golf course and the beach area. Best bet is going to the golf course, that's where you're most likely to find it.
