That's a Skyline R32, not a modern GTR (the Elegy's inspiration).

It'd be cool if R* got together with another custom car company and made an IRL Elegy based off of the GTR though.

The only part of the SA elegy I think even Remotely resembles the (very sexy) R34 was the side skirts.

I read that the R32 GTR is a 25 year old car now and are eligible for import... According to USA Law.

 

Technically speaking, the models made in 1989 are 25 year old cars, as this car was in production from 1989 to 1994.
