Gtao is set before the events in gta5. Franklin would most likely just give repo jobs and Michael has no reason to be in online since technically, he is living a normal life now.

Michael is retired (don't forget, GTA Online takes place before GTA 5), Franklin is just a nobody, and Trevor only appears because he owns a drug company.
